Hugo was a once powerful Cat 5 which impacted portions of the Leeward Islands and Puerto Rico as a strong Cat 3 - 4 storm. Afterwards, Hugo headed towards the Southeast Coast and made landfall just NE of Charleston, SC on midnight, Sept. 21st, 1989 ... some more information can be found here on the link below.

Chimney effect
Thanks to an upper Low over the Gulf states to the west of Hugo and a
huge Atlantic High to the east of the storm, a chimney effect was
produced that enabled Hugo to sustain hurricane force winds all the way
to Charlotte.

Notice how fast Hugo was moving at the time of landfall and shortly afterwards... 24 to 29 mph by the time it passed CLT. 20 MPH+ movement right past CHS.
