This is the latest 8:05 pm EDT excerpt from the NHC Tropical Weather Discussion ...

"EASTERN CARIBBEAN TROPICAL WAVE ALONG 66W SOUTH OF 22N MOVING
WEST 10-15 KT. VERY HEAVY RAINFALL IS NOW AFFECTING PORTIONS OF
THE VIRGIN ISLANDS MOVING WWD INTO ERN PUERTO RICO. RADAR
IMAGERY FROM SAN JUAN SHOWS A BROAD CYCLONIC TURNING
PRECIPITATION FIELD NEAR PUERTO RICO AND INDICATES THAT A
SURFACE LOW MAY BE TRYING TO FORM JUST SOUTH OF THE ISLAND. THE
LARGEST BATCH OF SHOWERS/TSTMS IS LOCATED JUST EAST OF THE WAVE
AXIS AND WILL CONTINUE TO AFFECT PUERTO RICO THROUGH THE NIGHT
INTO FRIDAY MORNING. OTHER HEAVY RAINFALL IS LOCATED OVER OPEN
WATERS JUST WEST OF THE CENTRAL LESSER ANTILLES. TROPICAL
CYCLONE DEVELOPMENT IS POSSIBLE WITHIN THE NEXT 24-36 HOURS AS
THE SYSTEM MOVES TO THE WNW. SCATTERED MODERATE CONVECTION FROM
13N-19N BETWEEN 61W-67W. SCATTERED MODERATE NW OF PUERTO RICO
FROM 20N-23N BETWEEN 66W-69W."
