He talks about everything in detail including a low that has formed in the eastern atlantic near 11n but strong shear is preventing development and this is what one model is showing in that CV region.As Stormsfury said in another thread it is too late for anything to develop out there but this 2003 season has been very weird so let's see what happens.

Interesting indeed. There is is ridge setting up in the Caribbean (as he stated) that would be favorable for development of a system if there was one 
This is probably what the GFS wants to do, but no "seedlings" and the latest run shows run to run confusion. GOM is interesting, as well ole St. Nick. Seems like we misssed the Caribbean opportunity, but let's see if we can catch a wave
