It's pretty plain that there were warnings that went unheeded. The biggest failure though was in the intelligence community itself. The very structure of the CIA and FBI as well as the legal barriers built prevented these agencies from fulfilling their charter to protect us.

True, True. But I think it was everyone's fault. The CIA, FBI, NSA, Bush, and Clinton. Everybody missed important warning signs that could have avoided 9/11.

No arguement here. The US was ill prepared to deal with an threat like this. Hopefully the commission will point this out and we will do something about it. Like President Bush said like night, we have to be right 100% of the time. That's a tough standard to achieve.

Even the American public must share some of the "blame" here, IMO. We had become a complacent nation merrily wandering down the path not really paying attention to what was going on around us and allowing our "leaders" to cripple the intelligence gathering apparatus that had served this country so well in the past. IE EVERYONE SHARES THE BLAME!!
