Here's a shot of the velocity scan from Tampa radar at 8:45pm EDT. It shows max winds of 36 kts moving away, and max winds of 26 kts moving toward the beam. A surface plot indicates max winds about 30 kts around the center. It appears that Frances may be a minimal TS with respect to winds within 50-75 miles of the center, but there are likely some 40-50 mph winds in feeder bands well away from the center.
