No actually...Isabel had these exact same mesovortices when she was a Cat 5. These are low-level cumulus clouds, not cirrus or stratus that would be associated w/ a weaker storm.

Those are mesovortices, mixing the air in the eye close to the eyewall and helping it to grow stronger. You see them when the cane has large, very well organized eye. Sign of strength, not weakness.
