Third world countries + tropical systems never mix very well. Hati's the kind of place that, were it hit by a major storm, would probably lose thousands of people.

it has happened before
in 1963 Flora killed at least 6,000 between Haiti and Cuba

^ There was a tropical system that wasn't even a depression that killed a lot of people this year in this same general area.
