West Wind in Grenada

A west wind measured but it was 4 hours ago however it was there so without doubt there is a low level circulation with 97.

Does that mean a guaranteed TD 4 at 11pm?

Not necessarily even though there's a good chance. That west wind was reported BEFORE 5pm, which was the last upgrade time.

As Brent said not necessary it is upgraded as more data has to be found but this data alone is a good sign of a strengening system.
