No he is not. He is moving eastward at the moment. What you see is the front/trough is pushing down on it. You can clearly see this on Water vapor.(Shear)

The LLC and MLC have become detached from one another.

The LLC (Franklin) is continuing to the ENE. You can see it on the very NE edge of the storm.

The convection is associated with the MLC..and I don't know what direction its actually moving.
