mobile county mandatory evac order controversy

here's a story from today's mobile register about the mandatory evacuation order they issued for all of mobile county during hurricane dennis. it is a huge controversy here. it's on the local news almost every night. the local officials have been meeting with state officials to get future plans in order. the mandatory evacuation order was a mess, imo, and very confusing for most folks here. the order pretty much went against the usual evacuation advice-- "run from the surge, hide from the wind." the corps of engineers study advised evacuation of about half the county-- south of i-10, east of i-65 and u.s. 43-- for major hurricanes. yet, local and state officials said they weren't aware of that!
i anxiously await the revelation of of the new hurricane plans for our county, as i'm sure most mobilians do. here's a link to the article:

I am from the Eastern Shore and there is controversial over the evac orders. I understand it evac orders especially with Dennis having winds of 145mph at the time it was decided and a direct hit on Mobile/Eastern Shore. No one knew where it was going for sure and I think that the Gov did the right thing trying to get people out of harms way. The problem I have to disagree with is that the shelters situation. Not everyone can afford to pack up and leave. Not everyone can leave the area because of health, $$$, and other reasons like jobs. They need shelters and that is something that is lacking in this area. They did eventually open up shelters but that was because local leaders decided to do it.
