Paraphrase of statement by mayor broadcast on WWL:

Flood water is going down. They are concerned about the water plant, because a sheen of oil is on the river. Water plant has a resevoir. They shut down entire system. Plant is closed, so it can be put up and running once they get generators from the National Guard.

Looking for supply of gas for police cars.

Sewer system is down. toilets working now but it is going to overflow at some point. Asking anyone there to remove debris from road to help emergency traffic get through.

Flooding overall -- certainly we've had flooding from people in their homes, but certainly not the amount seen in some of the reports.
We can feel good...

People who are there are trying to find ways out, so people who evacuated should stay away.
