Unfathomable why New Orleans wasn't better prepared

After city officials completed study after study on preparedness, why is
New Orleans looking more like Bangledesh after a cyclone in the Indian
Ocean ? Wouldn't there be a plan already drawn up to evacuate these
people before hand in case the levees failed ? They all knew we were entering a new cycle for major storm activity. Why didn't they react ?

I am surprised as well... shouldn't officials, city managers, levee managers, water managers and other people have known and assessed the situation better and developed better evacuation and levee strategies in the first place?
