From the 11:30pm TWO:

AN AREA OF DISTURBED WEATHER IS LOCATED ABOUT 700 MILES
WEST-SOUTHWEST OF THE CAPE VERDE ISLANDS. THIS SYSTEM HAS SOME
POTENTIAL FOR SLOW DEVELOPMENT AS IT MOVES WESTWARD TO
WEST-NORTHWESTWARD OVER THE NEXT COUPLE OF DAYS.
