Depends on how you ask it. Biggest, numerically? NYC. Biggest effect? That's a tough one. All of those except Cape Hatteras have very bad worse-case scenarios. You could choose any of those 4 and be right, if you ask me.

Worse in which way? Can't answer unless we know if you mean:

1. Which area could see the highest storm surge, theoretically?

2. Assuming a surge of "X" feet, which area would produce the greatest impact on the U.S. economy?

3. Assuming a surge of "X" feet, which area would have the greatest loss of life?

The greatest possible impact may be from a very strong Katrina-like hurricane impacting NYC directly, though that's MUCH less likely than the same storm hitting New Orleans or Tampa. But an impact into Tampa would not have the economic consequences of a landfall in New Orleans, Houston-Galveston, or NYC. Now that I mention it, a direct hit by a major storm surge into Galveston Bay could put 7-8 major oil refineries underwater, dealing a more severe blow to the US economy than the hit on New Orleans.

I agree with wxman57. It depends on what one wants to look at as far a consequences. The big scare with Rita was the oil refineries. New Orleans is a bowl, totally surrounded by water and below sea level. When the city flooded from Katrina, even if the pumps were working, they would not have been able to fully pump the city out because the water level in Lake Pontchartrain was too high.
New York City-millions of people. Tampa, Chesapeake Bay and Hatteras I don't know much about them.
