The problem is, as I have said, that pattern has been in place for the past 10 years and drought has been occurring in the old Dust Bowl since 1996. In addition, the land use policies and procedures now in place and which were put in place after the 1930's drought have mitigated to a large extent the occurrence of massive duststorms such as occurred then. The Dust Bowl was as much about poor land use practices as it was the Drought since though bad the 1930's Drought was not necessarily the worst one in the region. In fact, the 1950's Drought in W.TX and NM was worse than the 1930's drought.
Droughts happen in the western Plains and Western States about every 20 years on average.

Did you even notice that they mentioned that the dust storms wouldn't happen?

They used the term Dust Bowl which would imply they were expecting something like the 1930's. I did read the referred article but at my age it's easy to have a reading glitch so I missed it. However, my point was that the Drought has been in place for 10 years now and there have been years in that period of time as bad or even worse than this year so they are a little late in talking about it.
