Contraflow, evacuation order authority issues

To all the S2Kers in other tropical activity states like Louisiana, Mississippi, Alabama, and Florida, especially ... does your state have a contraflow plan for evacuation? Who orders it, the Governor? The County Judges? The Mayors?

We here in Texas are currently struggling with this issue and where the ultimate authority lies in calling for evacuations. Currently, county judges have this authority.

Just curious. Our Lone Star State is trying to fix problems that became painfully evident during the Rita evacuation last year.

Thanks in advance for any thoughts, comments, etc.

In Alabama, the Governor calls for the I-65 contraflow. I don't think Florida has a contraflow plan in place...at least I do not recall them ever turn I-95/75 or the FL Turnpike into a contraflow.

we have contraflow plans here in the panhandle.

I know they've never turned US 29 into a contraflow, maybe they did it to SR 85 or US 231, alicia?

The contraflow in Alabama works well.

Someone posted a link to a transportation planners' conference a couple weeks back that covered different state plans. Florida does have contraflow plans on the books, but just doesn't use them much.

i thought with Floyd that I-95 was contra-flowed out of FL??? am i wrong?

I believe FL has a plan to contraflow I-10, I-75, and/or the FL Turnpike depending on where the storm is approaching.

I'm pretty sure the FL Turnpike was used in Floyd - I remember reading about the setup, etc., I dunno about 95 or 75 though.

Louisiana has had a contraflow plan for 2 years now for New Orleans and the low-lying areas generally south of I-10. The plan failed miserably during Ivan in 2004, but was amended and then quite a success during Katrina. It's one of the few things that went right with Katrina and has been overlooked. The plan is implemented by the LA State Police, but involves coordination with other state agencies and local officials. I've heard that they're now working on a plan for the Lake Charles area to be used in conjuction with SE Texas.

I believe the used I-4 as contraflow for a while before Charley when they thought he was landfalling further North. At least I think I remember reading about it.

New Jersey has a contraflow plan, but the details are not available on the internet. Unsure about Delaware and Maryland.
