I may be wrong, but it only looks like a flare up in the ITCZ.

That system is very near, if not right on the equator. I don't think you have enough of the Coriolis Effect in that area to support the formation of a tropical depression/storm.

It is not a flare up in the ITCZ that to far south for it to be.

In this it analysis presents two ITCZ one to the north of the islands Galapagos and another one to the south.
I Never had observed this.

They are two the third line below is part of the zone of convergence of the south Atlantic

There is only 1 ITZC but moves North and south the part of it in the eastern pacific stay north of the equator.
