WINDWARD ISLANDS IS MOVING WESTWARD AT 15 TO 20 MPH. THIS SYSTEM
REMAINS BROAD AND DISORGANIZED... AND FURTHER DEVELOPMENT IS NOT
EXPECTED AT THIS TIME.
