I've been looking at radar and the heavy rain is just south of the PA/MD border.
It's just starting to sprinkle here, but most of the rain falling over central PA is not reaching the ground yet.
this storm is odd though, with Floyd, Fran, and Bertha it started rainiing as the storms came ashore in North Carolina. This high pressure system is pretty strong I guess
