The system is adjacent to a surface trough and it is embedded within the ITCZ. A nearby surface ridge and weak mid-level anticyclone is enhancing convergence and divergence at the surface. Upper-level westerly tropospheric flow (and easterly flow from the anticyclone) is creating shear over the system, and a mid-level trough may increase unfavorable conditions. There is a very noticeable LLC (near 7N and 94W) displaced from the center of the convective mass. Note the low-level rotation and convective persistence. If tropospheric shear decreased, this would likely be a candidate for development due to an evident circulation and easterly flow at the middle levels of the atmosphere (via a mid-level ridge). A surface low is apparently in place near the location of the LLC.
