Just to clarify some things, he was making this prediction as if the precipitation would move over the areas that hadn't already been getting it (from about Olympia west). The fact is, the places that got the precip this morning and are still getting it are only in the mid-40's. This would have been the case if the precip had gotten over this site of the Sound earlier in the day.
