Do mountains create their own weather?

Do mountain peaks create their own weather, especially mountains over 4,000 feet?

I know one time I went to Mt Washington in NH and it was 70 and partly cloudy in the valley I get to the top and there's socked in clouds, winds gusting to 50 Mph up there at the observatory!!!

Of course. Elevation means lower temps. Lower temps hold more moisture. That is just the start! Upsloping and so on...which is why Mt Washington's weather is so drastic.
