John, it is just what the title of the thread says, "recent changed to the NOAA Weather Radio coverage (areas)."

The S.A.M.E. stands for "Specific Area Message Encoding." I have this feature on my police scanner for the NOAA Weather Radio stations. You can find the codes for specific areas on a website (which is in my police scanner manual) or a doing an online search will find the site(s), too.
