Weather question

Hey experts...
I had an arguement this past weekend with my mom and dad about the definition of POP (probability of percipitation). What does the National Weather Service mean by this? Is it coverage, probability in a given area, or what?

Hey Rock, I'm no expert, but I know it's nice to get replies. By coverage, do you mean that say 50% of a region is covered by rain? I'm going to use common sense and say that if that 50% coverage is moving, pretty soon 100% of the region would receive rain! This is not authoritative, but I'd say that the 50% means at any given point.

So in order to achieve a probability of 50%, maybe 10% of the region is covered in rain at any given time.

Anyone else?

Good answer, though a bit confusing. I guess 50% probability is a good answer, and it's what I thought it would be. Thanks!
