Climatology Question

The tables available at the Weather Channel web site give average hi/lo, records, sunrise/sunset, etc. at my location.
The Penn State climatology site also gives this data for my location.

The data sets compare very favorably. The sunrise/sunset, and record hi/lo data sets are identical. However the Penn State site gives a "normal" hi/lo which is consistently 2 degrees higher than TWC's "average hi/lo.

Is normal different than average?

There shouldn't be a difference. I wonder if one is using the legacy NWS method of a 30-year data set that is updated every decade (ie, average based on 1970-2000) or if it is updated yearly (ie, average based on 1975-2005)
