One thing I like right off the bat is how he defines spring:

"Two climatic trends stand out as clues to the likely development of weather in the lower 48 states during the calendar spring season (for simplicity noted as March 1 through June 30)."

Overall, sounds like a decent spring storm season and the table may be setting for another active hurricane season as well.
