I've just been out to the North Sea dike and measured some wind.
I got a 92 km/h (57 mph) one-minute sustained and gusts of 106, 109 and 115 km/h (66, 68 and 71 mph).
The winds pushed the seas about 5-6 ft. higher than the normal high tide. At a stage of 9+ ft. the water would overflow the barriers.
