Makes sense the amount of heat from a city causing localised convection in to thunderstorms. Places like Huston right next to warm waters means there is a lot of humidity means your going to get a lot of rain. Now have a look at the effect of it had when you get a tropical storm over Huston and ended with record amount of rain flooding it.
