probably bye bye. The winds would not have the time to decrease all that much since it is nearly a straight shot into the city (Elena moving 5 degrees south or Erin 10 degrees south would have demonstrated this). In addition, not only would there have been a large surge from the lakes and Canals, but up the Mississippi as well
