New Vortex Data - Pressure Up, Winds Down

Here's the latest vortex. Pressure up to 996mb, FL winds only 37kts (below TS strength at sfc). I saw an estimated max winds graphic from the HRD today (hurricane research division). The ONLY TS-force winds were in a few squalls in the northeast Quadrant. Max winds only about 25 kts to the SE, S, SW, W, and NW. Very poorly-organized wind field. Mostly a rain event for Haiti and the DR.
