What happen to the dyno powder stuff? Why didn't it weaken Charley?

1) They didn't put it on Charley.
2) It's been proved that dyn-o-gel in the amounts we can pour in has no appreciable advantage in dealing with hurricanes and many questionable disadvantages in dumping it in the oceans.

On a program aired on Discovery Science Channel about mucking with the weather, it was said it would take 140 C-130's to carry enough of the stuff to make a difference in a small-medium sized hurricane and would cost into the many millions of dollars.
