Have We Entered Into A Persistent PDO Cold Phase??

Could we be seeing the beginning of this multi-decadal switch to a persistent cold phase PDO?? Cold phase PDO, above average Atlantic SST's, and a Bermuda High positioned farther west, could be the beginning of a period of higher major hurricane landfalls, maybe more than we have seen over the past 10 years, especially for Florida??
