I thought all storms, be it in the Atlantic Ocean or Eastern Pacific; that pose a threat to land-masses get Reconnaissance?
Or have the rules changed?
Why Didn't Barbara get any Recon?

Recon typically needs at least a 24 hour heads up before they can deploy. The initial forecast had the system staying as a moderate tropical storm, and between availability and her forecast to stay weaker originally probably led to them deciding not to send recon out. It is a very long trip, and they would only get a couple passes in, at most. By the time they got there, the system could have been inland! Save the now very limited money and supplies for closer threats later in the season!
