Ok lets do the math. There are supposed to be what between 100K and 200K people in New Orleans needing help. They are planning on bringing in 40,000 troups to shore up probably over 10,000 already there. That will be a ratio between 2:1 and 4:1. Unless they plan on having these 50,000 plus men form a human bucket brigade and dip the water out of NO one gallon at a time this may be overkill.
The water shortage is already a problem and bringing in 40,000 more troups will only add to the logistical nightmare of bring supplies in with only one road in and a partially functional airport.

IMO there is no reason at all to refuse aid. Its aid for crying out loud.!!!! FEMA cant provide enough so why on earth would they refuse it. Oh and another thing that I would like to bring up for debate, the whole canada
US softwood lumber dispute. On the news tonight I was watching and it said that the US would take the tax off canads lumber, if canada agreed to give FREE lumber to help rebuild. Now I know that nobody should be profiteering from the disaster, but dont you think thats a little to much to ask??
