Mesovortices

Hello,
I'm just wondering, what exactly are mesovortices, and what significance do they have on damage? Wikipedia gives 1 short paragraph only. I assume there is some fairly indepth .pdf files out there, just have no idea where to start looking.
Are they only in the 'eye' of the storm, or can they be in the outer eyewall? Has recon ever encountered mesovortices and studied them?
