Shear's effects

I know we have a little while to go but was hoping someone might answer this before the season starts up. When looking at wind shears effects on a tropical system is it possible that the angle that the shear hits a system at is almost as signifigant as the speed? I've seen alot of systems that have dealt with higher shear and done alright and then I've seen others in lower shear environments that totally blew apart.
