WMO station 48811 help

I see there's a new station releasing radiosondes... 48811. The station number suggests that it should be in Vietnam (488--), and the lower sequence number (11) suggests it should be in far northern Vietnam (further north than Hanoi). Anyone have the specifics for this site? (e.g. latitude, longitude, altitude, etc.)
