Is there a theoretical limit to how many systems can co-exist in the ocean around the world at a given time?

Nope, I don't think so.

There have been instances where there've been 6 tc's in the Pacific at once.

I'm sure if somebody was willing to calculate a theoretical number they could, but generally it's however much room they have.
