Just looking at the surface map and I see that there is a 1017 LOW in the GOM, and a 1016 HIGH in Canada. How is the pressure of the high lower than the low?

Probably has to do with the ambient pressure.

Exactly. Lows and Highs aren't just stamped because they are the lowest or highest pressure on the map. It has to do with ambient pressure. The 1017hPa low in the Gulf is because surrounding pressures in the Gulf are >1017hPa. The 1016hPa high in Canada is because surrounding pressures in Canada are <1016hPa.

both of the above posters are right on. Its a relative low (or high)
