Maybe because it's a hoax...

The following DISCLAIMER is taken from the Fort Bend County Clerk's page. Likewise we cannot certify the complete authenticity of the following purported court document filed against the President. We are posting it as a point of information to illustrate what is, without doubt, the most controversial document to circulate on the net in quite some time. Is it legit? Is it a fraud? It appears to have been properly filed and date-stamped. Hoaxes cannot be ruled out in this digital age so we await clarification from Texas officials...

Yes...and some widow filed suit claiming Bush new about 9/11 and let it happen. Are you telling me that if there was a shred of evidence, that the press would not be all over it. Come now, it is a rating bonaza and left-wing or rightwing, the press lives for ratings.
