The speculation in the comments section of the article is interesting. I know North Korea produces extremely high quality counterfeit US currency - but would it really be possible to pass counterfeit bonds in those kind of huge denominations?

Maybe a better explanation would be North Korea smuggling assets with false Japanese passports? If the bonds are real the Italian government may be allowed to place a hefty lien on them for failure to disclose excess funds leaving their country.

In recent years most important financial instrument transfers are done electronically using secure cryptography, the backup paper documents have not been used in recent years. The use of the Orient Express service sparked movie plots such "Phoney Express" in 1962 and the James bond classic "From Russia with love" in 1962. The Orient Express ended service in 1962 and was replaced by a standard train.
