big stink in TX?

hey, i heard a quip on the radio just a little while ago that a big sewage treatment plant somewhere in TX backed up and blew x number of 1000's of gallons of raw sewage all over the place. they said manholes blew as high as four feet into the air launched by the pressure. i heard about it on WSOY AM on the way home today but forget the location. can anyone offer details? p
