Just now CNN reported that after Bush speech they will consider raising the threat level to orange or even to code red.

I think as a 'precautionary measure' they will raise it. Beyond that, I doubt we'll ever see red.

Not unless something happens - which we all know now that it can.

This is just coming across from the local NBC affiliate here... The govt. has told law enforcement and govts. to be prepared to go to Code Red on very short notice! Code Orange will go into effect tonight, but could raise to code red with little or no advance warning... In the event of a code red, city utilities and law enforcement officials will relay info. to the public through cable channel 23 or the Community Bulletin Board channel on your local cable provider. Also... here is some additional information...
Springfield-Greene County Emergency Management:
The Emergency Operations Center will be activated on a 24-hour basis if a Code Red Alert is issued. A rumor-control hotline will be established and the phone number will be announced if and when it is needed.
Springfield Police Department:
The public is asked to be on the alert and report suspicious or unusual situations to your local law enforcement agency.
The Department is reviewing security measures for City government buildings and internal staffing. The public is advised that emergency services responses may be limited to higher priority events, similar to going to emergency status in severe weather conditions. Alternative methods of providing services may be recommended if the request for service volume necessitates going to emergency status.
911 Emergency Communications:
Citizens are being asked not to call 911 with questions or requests for information so it can be reserved for emergency use. Citizens would be urged to use the hotline number to be established as noted above for questions or general information.
Fire Department:
Access to Fire stations will be restricted under Code Red if prior arrangements have been not been made. Staffing levels are being reviewed. The Fire Department also may go on emergency response status, similar to severe weather situations, which would affect the number of vehicles that respond to calls such as automatic alarms and vehicle accidents.
Springfield-Branson Regional Airport:
The short-term parking and rental car parking lots will be closed if Code Red is issued. Rental car customers will be shuttled to the vehicles. A security checkpoint will be established on the entrance roadway to accommodate vehicle searches. The Guard Shack will be reinstalled to check motorists driving to the terminal building to drop off or pick up
passengers. No parking or unattended vehicles will be permitted in front of the terminal building.
Springfield City Utilities:
City Utilities is taking appropriate measures to continue to ensure a safe and reliable utility system.

I don't know about red, isn't red reserved for when an attack has occured or is imminent?

Pretty much...seems to me like people dont know what the real colors signify. Its safe to say many people dont care about it and just go on despite whatever the colors say.

I'm not very concerned either, we have been orange before with not so much as a twitch of action, we'll just have to wait and see...
