U.S. Senate approved a $1.46 billion construction plan to replace seven
upper Mississippi and Illinois River locks with longer, 1,200-foot
gateways, but opposition groups still attempt to block the plan, which
has been in the works for over ten years.

Two aerial drones were assigned to Arizona border patrol on June 25,
2004 in an unprecedented drive to secure a 350-mile stretch of the
U.S.-Mexican border that has become the most popular and deadliest
corridor for illegal immigrants. The two unmanned and unarmed aerial
vehicles, piloted remotely, can fly up to 90 mph, detect movement 15
miles away and can transmit live pictures day and night of vast
stretches of desert and grasslands traversed by more than 1,000
undocumented immigrants a day. One of the Hermes 450 aircraft is seen
near the Mexican border in Arizona Friday.

<p><b>Britain's Princess Anne visit to Gibraltar causes diplomatic stir.</b><br>
Princess Anne pays a royal visit to Gibraltar Monday to mark three
centuries of British sovereignty over the colony, but her trip has
become caught up in a diplomatic row between Britain and Spain.
Stephen Wright, the British ambassador to Madrid, was summoned Friday
to the Spanish foreign ministry to hear of Spain's "displeasure" at a
year-long programme of events in London and Gibraltar to mark the
anniversary of British rule in this small outpost of empire astride the
strategic western entrance to the Mediterranean. </p>
<p>Chief Minister Peter Caruana dismissed the objections as "incomprensible,"
saying that Gibraltar was British territory and therefore part of Queen
Elizabeth II's realm.<br>
<br>
The Gibraltar government "deeply regrets that the Spanish government
should think that the commemoration of 300 years of our history, our
link with Britain and our British sovereignty is offensive to the
Spanish people," a statement said. </p>
<p>"There is no rationale or credible basis for Spain's objection," a
government spokesman said Friday. </p>
<p>The statement accused Madrid of seeking to embarrass the queen's only
daughter "by embroiling her visit in an unnecessary controversy."

was strained. Outgoing Information Minister Sheikh Rashid Ahmed said
Hussain would be a caretaker prime minister and would eventually give
way to Aziz, a senator who must gain a seat in the lower house of
Parliament before he can be nominated
