I'll say:

From the National Weather Service, Raleigh, NC -----> Tonight. Cloudy. A slight chance of rain until early morning. Lows in the lower 50s. Northeast winds around 5 mph. Chance of rain 20 percent.

Actually, since the Earth will cover the Sun completely as seen from the Moon, it's a Total Solar Eclipse there instead of a Planetary Transit. In fact, Transits are considered eclipse phenomena rather than the other way around.
