Is This Price Gouging?

Hey all, we just had Home Depot come out last nite to do an estimate on our roof, and they wanted 14,000 not including replacing the plywood. The guy said that the price of shingles had gone up drastically.
We had another estimate from someone else about 1.5 months ago for 6500, so they couldnt have gone up that much could they?

also have a question, my dh and fil plan to do the flat roof themselves, because we want the room finished for X-Mas, so basically we only want estimates for the main shingle roof (flat roof is tar paper).
Home Depot said they couldnt guarantee the entire roof, if they didnt do the flat roof also
Anyone w/ ideas?

i think i'd get another estimate. that sounds ridiculous. we have a 3000 sf house and replaced our entire roof (and some plywood) for about 7000.
