Just found this little gem. Picks up TV channels from all over the world and has country history and stats (I think I saw something about webcams as well). No virii, spy/adware:

I just watched some news out of Ireland and found NASA TV under the "Educational TV" drop down for the United States.

**NOTE: You need a broadband connection for this.**

There's a premium version available, but I've not tried that yet.
