"This areas is infamous for landslides.” Is there any way not to put a school at the bottom of the mountain?

Elementary school kids...this is heart-breaking. Plus hundreds of houses.
"This areas is infamous for landslides.” Is there any way not to put a school at the bottom of the mountain?

Unfortunately, with the geography of the Phillippines this would be impossible.

Out of a village of 1857 people, only 57 have been found alive.
I worry about what typhoon season will bring. However, I think La Nina years tend to be more gentle on the Philippines.

Well... you can look at it two way, I guess. 1) Cyclones in the WPAC should be, on average, weaker... but that's because they 2) form closer to the mainland causing more of a threat to the Philippines.
