Irving Apt. Complex has West Coast Manager

Earlier today, I've noticed that an apartment complex where my family used to live in 4 years ago is now owned by a manager living in the West Coast. How can I tell? I saw a couple of big "For Lease" signs with a 310 (Los Angeles area code) phone number. I don't know if it's a typo or something.
