Home grown terrorists are way more dangerous then the foreign ones. Right now, it's almost impossible for the foreign terrorists to plan an attack, but for the homegrown terrorists it's easy to plan something. They know where to attack and they know where to get the things needed for an attack.

All the terrorist attacks in Europe, for example, were done by homegrown terrorists.
